There are three ways to acquire the LMS: to purchase the commercially available ready-to-use LMS, to modify an open-source LMS or to develop an in-house LMS. The last option has less limitation and becomes the objective of this study. This study aims to develop LMS program called LMS-One as a tool to manage e-learning courses, to support instructors in creating and updating course content and to serve online learning through internet. The study was conducted in 3 parts. The first part began with the survey of users' requirements among 480 users from 30 academic institutions, comprising teachers, students and system administrators. The survey results were then used to create LMS-One, the program with the following capabilities: (1) the utility for teachers to manage teaching content/teaching plan and create/update course content, (2) the utility for students to register, check on registered courses and review activity/news online, (3) the utility for system administrators to set configuration, authenticate users, maintain system. After the program test-run, a survey of satisfaction was conducted among 315 users. The results showed that users were most satisfied with the easiness of data accessing and the convenience of internet using, moderately satisfied with the easiness of content update, interaction between teachers and students, attractiveness of webpage, overall comprehensiveness and stability of the LMS-One system. In conclusion, LMS-One program presented in this study was designed and developed in response to the needs of system administrators, teachers and students and may be served as a tool to increase the effectiveness of e-learning.
