CHANDRASHEKARARADHYA PR. 52 Desk Officer, Transport Department PERSONNEL AND ADMINISTRATIVE REFORMS SECRETARIAT No:DPAR 43 SCR 2008, Bangalore, Dated: 13 th January 2009 The draft of the Karnataka Civil Services (Computer Literacy Test) Rules, 2009 which the Government of Karnataka proposes to make in exercise of the powers conferred by sub-section (1) of section 3 read with section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990) is hereby published as required by clause (a) of sub-section (2) of section 3 of the said Act for the information of persons likely to be affected thereby and notice is hereby given that the said draft will be taken into consideration after fifteen days from the date of its publication in the Official Gazette. Any objection or suggestion which may be received by the State Government from any person with respect to the said draft before the expiry of the period specified above will be considered by the State Government. Objections and suggestions may be addressed to the Secretary to Government, Department of Personnel and Administrative Reforms, Vidhana Soudha, Bangalore DRAFT RULES 1. Title and Commencement.- (1) These rules may be calld the Karnataka Civil Services (Computer Literacy Test) Rules, (2) They shall come into force from the date of their publication in the Official Gazette.

3 sáuà - 4J PÀ ÁðlPÀ gádå ÀvÀæ, UÀÄgÀĪÁgÀ, d ÀªÀj 29, Selection process for direct recruitment.- (1) Notwithstanding anything contained in the Karnataka Civil Services (General Recruitment) Rules, 1977 or the rules of recruitment specially made or deemed to have been made under the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990) in respect of any service or post, the selection process for direct recruitment to any service or post in the State Civil Services except to the posts of Drivers and the Group-D posts shall include a qualifying test in Computer Literacy. (2) The Computer Literacy Test for direct recruitment shall be conducted by the respective Selection Authority after the preparation of the merit list as prescribed in the relevant recruitment rules. The Selection Authority shall call for the Computer Literacy Test, as far as may be, four times the number of candidates as there are vacancies in the order of merit, subject to calling the candidates belonging to the Scheduled Castes. Scheduled Tribes and Other Backward Classes in the same ratio as the vacancies are reserved for them. No candidate shall be declared as selected or eligible for appointment, unless he has passed the Computer Literacy Test by securing not less than seventy five percent of the maximum marks prescribed for the said test. 3. Applicability to in-service candidates.- (1) It shall be obligatory on every Government Servant to appear for and pass the Computer Literacy Test. No Government Servant shall be eligible for promotion unless he passes the Test within a period of one year from the date of commencement of these Rules. No Government Servant shall be eligible for earning annual increments unles he passes the Test within a period of three years from the date of commencement of these Rules. Provided that, nothing in this sub-rule shall apply to the Government Servants, who have attained the age of 57 years on the date of commencement of these Rules. (2) No Government Servant shall be declared as having passed the Test unless he secures not less than seventy five percent of the maximum marks prescribed for the Test. (3) No Driver or Group-D employee shall be eligible for transfer or promotion to the cadre of Junior Assistant/Second Division Assistant or equivalent or higher post unless he has passed the Computer Literacy Test within a period of three years from the date of commencement of these Rules. (4) The State Government or an agency approved by Government shall conduct the Computer Literacy Test in respect of in-service candidates. Such of the in-service Government Servants who pass the Computer Literacy Test shall be paid an incentive of Rs.1, subject to production of the certificate issued by the Government or the agency approved by the Government. 4. Any person who has passed the Test once either at the time of direct recruitment or as an inservice candidate, need not pass the test again for any purpose under these Rules. 5. The syllabus for the Computer Literacy Test.- The syllabus for the Computer Literacy Test shall consist of such number of papers, of such duration, with such maximum marks, for each paper, as may be notified by the Government.
