PAPERS LAID ON THE TABLE Shri Ghulam Nabi Azad (Minister of Civil Aviation & Tourism) laid on the Table a copy each (in English and Hindi) of the following papers :- (i) Annual Report and Accounts of the Indira Gandhi Rashtriya Uran Akademi, Raebareli, for the year , together with the Auditors Report on the Accounts. Statement by Government accepting the above Report. Statement giving reasons for the delay in laying the papers mentioned at (I) above. REPORT AND MINUTES OF THE STANDING COMMITTEE ON LABOUR AND WELFARE Shri Gundappa Korwar laid on the Table a copy (in English and Hindi) of the Sixteenth Report of the Standing Committee on Labour and Welfare ( ) on the Working Journalists and Other Newspaper Employees (Conditions of Service) and Miscellaneous Provisions (Amendment) Bill, 1995, and Minutes of the Sittings of the Committee relating thereto. STATEMENT BY MINISTER Shri Rajesh Pilot (Minister of State in the Ministry of Home Affairs) laid on the Table a statement (in English and Hindi) regarding escape of LTTE cadres from the Vellore Special Camp, North Arcot Ambedkar District, Tamil Naidu. 9. GOVERNMENT BILL- WITHDRAWN The Board for Welfare and Protection of Rights of Handicapped Bill, 1991 Shri K. V. Thangka Balu (Minister of State in the Ministry of Welfare ) moved for leave to withdraw the Board for Welfare and Protection of Rights of Handicapped Bill, The motion was adopted. Shri K. V. Thangka Balu withdrawn the Bill. 10. GOVERNMENT BILL - INTRODUCED The Dock Workers (Regulation of Employment) (Inapplicability to Major Ports ) Bill, Shri Jagdish Tytler (Minister of State (Independent Charge) of the Ministry of Surface Transport ) moved for leave to introduce a Bill to provide for inapplicability of the Dock Workers (Regulation of Employment) Act, 1948, to dock workers of the major port trusts and for matters connected therewith or incidental thereto. The motion was adopted. Shri Jagdish Tytler introduced the Bill. 11. GOVERNMENT BILL - PASSED The Sixth Schedule to the Constitution (Amendment) Bill, 1995.

Sayeed (Minister of State in the Ministry of Home Affairs) move : That the Bill further to amend the Constitution of India in its application to the State of Assam, be taken into consideration. Members took part in the discussion. Shri S. B. Chavan (Minister of Home Affairs) replied to the debate. The motion for consideration of the Bill was adopted. Thereafter, clause by clause consideration of the Bill was taken up. Clause 2 was adopted. Clause 1, the enacting formula and the Title were adopted. Shri S. B.
